Youth Polytechnic Sector

Introduction

The department was established through the Presidential Circular No. 1 of 2005, with a mandate of revitalizing the youth polytechnics countrywide. The department is empowering youth through provision of quality and appropriate training in technical, industrial, vocational, entrepreneurship and life skills, which are a prerequisite for sustainable livelihoods.

The department is critical towards the realization of Vision 2030 and the MDGs as it strives to develop a sound skills-base of the youth by increasing their accessibility to quality training and transfer of skills, besides ensuring the establishment of a sound policy and legal framework for sustainable skills development and creation of linkages with the production sector.

This will spur overall national economic growth through creation of more employment opportunities, increased production and reduced dependency levels.

Mandate

The youth polytechnic sector plays an important role in the national development process through;

  1. Equipping the youth with the right attitudes and appropriate skills for creating both personal and national wealth. This takes cognizance of the observation that literate, numerate and skilled youths are a tremendous asset for development. Industrialization is dependent on the availability of technically skilled personnel both at the middle and upper levels
  2. establishment of a sound policy, legal and institutional framework for the coordination and supervision of the implementation of the youth polytechnic circular, and the maintenance of Quality Assurance and Standards in all programs

To be a leading and dynamic provider in Technical, Vocational, Entrepreneurial and Life skills to the Youth in Kenya

To empower the youth with appropriate and adequate skills, knowledge and attitudes to realize full potential for individual and national development

Objectives

The following are the strategic objectives of the Department of Youth training that govern its plans;

  1. To enhance the capacity of the department and youth polytechnic staff
  2. To ensure that proper management systems and procedures are applied in managing departmental funds, records and other resources
  3. To mainstream and sustain youth polytechnics issues in relevant policies and policy documents
  4. To equip, refurbish and upgrade infrastructure in youth polytechnics in the county
  5. To improve the quality of training programmes
  6. To equip youth with relevant business skills, social skills, knowledge and attitude and enhance their capacity to engage in meaningful activities
  7. To initiate and strengthen partnership with development partners and other stakeholders in order to enhance youth training
  8. To develop and implement subsidized youth polytechnic tuition programme (SYPT)
  9. To develop effective and efficient systems and infrastructure that supports a harmonized and timely collection, processing, analysis, use and dissemination of data for education, training, planning and management
  10. To integrate ICT in the youth polytechnic curriculum and adopt e-learning technology for education teaching and learning delivery systems
