Kisii County TSC Office came into operational w.e.f. 1st May,2012, comprising of nine sub-counties, i.e:-

  2. Marani
  3. Kisii South
  4. Masaba South
  5. Nyamache
  6. Sameta
  7. Gucha
  8. Kenyenya
  9. Gucha South

To establish and maintain a sufficient and professional teaching service for educational institutions.

FUNCTIONS OF TSC AT THE COUNTY LEVEL.

  • Facilitate the processing on on-line teacher registration
  • Manage the entire placement process in consultation with the TSC-HQS
  • Identification and deployment of Teachers to position of responsibilities in consultation with TSC-HQS
  • Co-ordinate Teacher recruitment at the County and ensure that the guiding policies are adhered to.
  • Undertake intra-county deployments to ensure staff balancing.
  • Maintain a data base on all the vacancies available at the county.
  • Co-ordinate the remuneration of all staff and teachers working at the County by ensuring that the payroll is professionally managed in consultation with TSC-HQS.
  • Handle all discipline matters as per the guidelines provided from the commission.
  • Ensure standards of education are maintained and preview technical advice on challenges experienced at the county.
  • Manage all human resource issues for staff and teachers at the county e.g. leave, salaries, NHIF, NSSF, etc.
  • Supervise, monitor and evaluate performance of teachers and staff at the county and submit report on operations and performance reports to TSC-HQS.

SPECIFIC FUNCTIONS OF COUNTY DIRECTOR-TSC AT COUNTY LEVEL

ü  Overall in charge of Teacher Management and Secretariat in the County.

ü  Handles Union, Sponsors and Politicians on matters related to teachers in the entire county.

ü  Handles the press onmatters related to teachers.

ü  Handles matters related to teachers with other stakeholders.

ü  Chairman of County teachers Recruitment panel.

ü  Member of the County Education Board.

ü  A.I.E holder including control of GK vehicle No.GKB 343D.

ü  Handles confidential as well as classified correspondences.

ü  In charge of annual confidential /appraisal reports for teachers and TSC secretariat staff

ü  Liaison officer with all other departments

ü  Handles union matters related to teachers in the entire county

ü  Member of County Education Board

ü  Any other duty assigned by the commission secretary from time to time.

COUNTY HUMAN RESOURCE OFFICE

ü  Overall in charge of Human Resource matter in the county

ü  Central Supervisor of Kisii TSC Unit Staff

ü  Maintenance  of NHIF cards for teachers

ü  Registration of teachers

ü  Processing of retirement papers and  death cases for teachers

ü  Approval of leaves for teachers

ü  Follow-ups of resignation, discipline, dismissals of teachers

ü  Dealing with discipline matters.

ü  Deal with staff performance appraisal reports

ü  Member of the county staffing committee.

ü  Secretary to the county recruitment panel.

ü  Train TSC staff

ü  Allocate duties to the staff

ü  Plan activities of the County

ü  Prepare leave roster for TSC staff

ü  Prepare workplans and conduct performance appraisal for County staff

ü  Prepare annual report for the County

ü  Liase with hospitals to ensure that the smartcard measures are in operation

ü  Any other duties assigned by the County Director from time to time.

COUNTY STAFFING OFFICER

ü  Maintenance of balanced teaching force in all schools within the county in consultation with TSC County Director.

ü  Posting and transfer of teachers in primary school within Kisiii Central /Marani/South KisiiDistricts in Consultation with the County Director.

ü  Keeping up to date record of all teachers in the county in liaison with County Human resource officer.

ü  Deals with all quarterly returns forms both primary and secondary schools within the county (green and yellow forms).

ü  Secretary to the County Staffing Committee .

ü  Member of the County Recruitment panel.

ü  Member of the county discipline committee.

ü  Any other duty assigned by the County Director from time to time.

NB.

Please note that some districts such as Marani and Nyamache there are no TSC Units yet. We seek for the Governor’s intervention for TSC –Units be opened in those Sub-Counties, Gucha South has no DHRO since the DHRO was transferred to Nyamira County.
